China blocked a proposal by India and the US to list Pakistan-based Lashkar-e-Taiba terrorist Shahid Mehmood as a global terrorist.
United Nations: China has blocked a proposal by India and the US in the United Nations to list Pakistan-based Lashkar-e-Taiba terrorist Shahid Mehmood as global terrorists. Pakistan’s old ally China has blocked an attempt to put a terrorist on the banned list of the global organization for the fourth time in four months. China is said to have blocked a proposal by India and the US to designate Mahmood (42) as a global terrorist under the UN Security Council’s 1267 Al Qaeda Sanctions Committee.
The US Treasury Department designated Mahmood and another Lashkar member Mohammad Sarwar as global terrorists in December 2016 “for disrupting Lashkar-e-Taiba funding efforts and its network”. China has blocked this proposal of India and America in such a situation, when UN Secretary-General Antonio Guterres is on a visit to India. He also paid tribute on Wednesday to those who lost their lives in the 26/11 terrorist attack in Mumbai. More than 160 people, including American citizens, were killed in this terrorist attack.
According to information available on the website of the US Treasury, Mahmood is “a longtime member of the LeT in Karachi, Pakistan and has been associated with the organization since at least 2007”. He was vice-chairman of Falah-e-Insaniat Foundation (FIF), the fund raising arm of LeT from June 2015 until at least June 2016. According to the website, Mehmood was a member of the FIF in Karachi in 2014. In August 2013, he was identified as a member of LeT’s publishing arm.
This is the fourth time in the last four months that China has blocked a proposal to designate a Pakistan-based terrorist as a global terrorist under the ‘1267 Al Qaeda Sanctions Committee’. In June this year, China blocked a joint proposal by India and the US to include Pakistani terrorist Abdul Rehman Makki in the United Nations Security Council’s (UNSC) banned list. Makki is a relative of Lashkar-e-Taiba chief and main conspirator of 26/11 Mumbai attacks Hafiz Saeed.
In August this year, China had also stalled the US and India’s proposal to blacklist Abdul Rauf Azhar, the brother of Jaish-e-Mohammed chief Masood Azhar and the number 2 terrorist of the Pakistan-based terrorist organization. Abdul Rauf Azhar, born in Pakistan in 1974, was banned by the US in December 2010. He was the main conspirator in the hijacking of Indian Airlines plane IC-814 in 1999, in return for which his brother Masood Azhar was released from jail.
